This committee will provide experience and insight to help the district address implicit bias and systemic racism.

Discipline equity steering committee

This committee is working on developing appropriate responses to current discipline disparities based on the report and recommendations of the Center for Civil Rights Remedies.

Equity audit

A third-party equity audit will address several areas, including: board policy, district programs, curriculum/assessments, district instructional practices, district hiring and placement practices, school building resource allocations and culture and climate.

Education ombuds

The education ombuds helps students, families, schools and the community to address concerns specific to a students educational experience.

Members

Committee members include representatives from student and parent communities of color, families whose children have special needs, the National Association for the Advancement of Colored People, the League of United Latin American Citizens, the Federated States of Micronesia, the Cowlitz Indian Tribe, the Vancouver Education Association and two appointed school board directors who serve as a liaison to the VPS Board of Directors. The committee is co-led by Superintendent Jeff Snell and Chief Equity Officer Janell Ephraim.

Purpose and responsibilities

Vancouver Public Schools’ Equity Advisory Committee provides experience and insight to help the district address implicit bias and systemic racism.

Committee responsibilities

  • Make recommendations to the superintendent for changes to district policies and procedures related to equity practices and systems.
  • Monitor progress and outcomes of recommendations implemented. 
  • Serve as two-way conduits of information to many diverse families and community members. 
  • Inform the response to a district-initiated equity audit that will help VPS understand gaps in student opportunities and achievement. The information will identify challenges and best practices and provide resources to meet the needs of our diverse community.

Frequently asked questions

Each child has unique needs. Equity in education is about the understanding that each student has a different set of needs and may require extra support in one area but not in another.

Schools and districts have a responsibility to meet the needs of every student. When we ensure that each child can benefit from great learning environments, our communities benefit from the talents and skills they develop.

Ultimately, our commitment to equity is about:

  • Serving every student by meeting their unique needs and treating them with fairness;
  • Ensuring that everyone has opportunities to succeed;
  • Providing schools that are safe and accepting of each person’s culture;
  • Giving students the tools they need to thrive and work with people from all over the world;
  • Teaching students to treat one another well;
  • Growing their self-esteem in healthy ways;
  • Fostering students’ critical thinking skills; and,

¿Qué es equidad y porqué está enfocado en ella el Distrito Escolar “Vancouver Public Schools” (“VPS” por sus siglas en inglés)? ¿No deberíamos tratar a todos los estudiantes de manera igual?

Cada niño tiene necesidades únicas. La equidad en la educación considera que cada estudiante tiene una serie de necesidades diferentes y podría necesitar apoyo extra en una área pero no en otra.

A meaningful, long-lasting commitment to our students, staff members and the Vancouver community is formed and sustained by change on several levels. In recent years, VPS has begun to make systemic changes through the following:

Beginning to identify issues
The Washington state attorney general’s office in 2019 found that VPS suspended or expelled students at a rate higher than the state average. A review of disciplinary data also demonstrated that the district’s practices disproportionately affected Black/African-American, Native American and Native Hawaiian/Pacific Islander students, as well as students with disabilities.

Working with consultant and forming committee
In response to the attorney general’s report, VPS formed a steering committee to seek input and guidance from staff and community members. The district also began working with a consultant, who recommended several actions that the district should take to improve its disciplinary practices.

Approving equity resolution
In October 2020, VPS’ board of directors unanimously approved a resolution condemning racism and establishing policy directives on equity. The resolution called for the creation of an equity work group, completion of an equity audit and future adoption of a district equity policy and procedure. Additionally, policies will be revised or developed in the areas of curriculum; instruction; recruitment, hiring and placement of staff; operations; and school climate and culture.

Participating in audit
The audit reviewed existing policies and practices to help the district eliminate barriers and provide equal educational opportunities for all children, especially children of color and English learners. The audit showed that VPS understands the need and has a desire to improve diversity, equity and inclusion, yet acknowledges inequities exist that prevent cultural change. Findings from the audit showed areas that the district can improve to be more inclusive of all students, families and employees by embracing each person’s unique culture and background.

Taking next steps
VPS is committed to the work and will focus on areas to improve. Next steps are to:

  • Examine systems of inequity.
  • Review current and past practices.
  • Plan next steps with stakeholder feedback.
  • Focus on changes supported by data and information from surveys, listening sessions and focus groups.
  • Provide open two-way communication about progress.
  • Highlight student voices and experiences.

Participación en una auditoría

La auditoría revisó la reglamentación y prácticas para ayudar al distrito eliminar barreras y proveer oportunidades educativas justas a todos los niños, especialmente a niños de color y los que están aprendiendo inglés como segundo idioma. La auditoría demostró que “VPS” entiende la necesidad y desea mejorar en las áreas de diversidad, equidad e inclusión, aunque admite que hay desigualdades que impiden un cambio cultural. Выявление проблем

В ходе проверки существующие принципы, положения и практические методы были рассмотрены с целью помочь школьному району устранить препятствия и предоставить равные возможности в сфере образования всем детям, особенно детям, относящимся к цветным расам, и детям, изучающим английский язык. Проверка показала, что VPS понимает необходимость стремится улучшить этническое и социокультурное многообразие, равенство возможностей и инклюзивный подход и при этом признаёт существование неравенства, которое является препятствием для изменения организационной культуры школьного района. Результаты проверки выявили направления, по которым школьный район может работать, чтобы улучшить инклюзивный подход в отношении всех учеников, семей и сотрудников за счёт воспринятия уникальной культуры, предыстории и жизненного опыта каждого человека.

Предпринимаемые последующие шаги
VPS приложит все силы к работе в данном направлении и сосредоточится на категориях, требующих улучшения. Последующие шаги:

  • Рассмотреть системы неравенства.

In April 2021, Washington state passed a law that requires training for school staff members and school board members on cultural competency, diversity, equity and inclusion. This bill has no component of training or curriculum for students. Training materials and outcomes for employees are being developed and will be posted on the district website before the start of the school year.

En abril de 2021, el Estado de Washington aprobó una ley que requiere que se den capacitaciones a miembros de planteles escolares y de las juntas directivas sobre competencia cultural, diversidad, equidad e inclusión. District policy 2020 and procedure 2020P guide curriculum adoption. This formal process engages stakeholders in recommending curriculum materials to our school board. The policy and procedure will be reviewed this year as part of the superintendent leadership transition.

VPS has not adopted critical race theory or the 1619 Project as curriculum for students. CRT and the 1619 Project are not included in staff training requirements. The district’s focus is on providing the best possible learning experience for all students and ensuring that each student feels welcomed and supported at school.

Vancouver Public Schools is committed to equity and inclusion of all students and employees.  Part of that commitment is recognition of cultural backgrounds and identities. Heritage months acknowledge the many contributions to U.S. and world history, culture, education, arts, politics, science, social justice and daily life made by people from all cultures.

Heritage months are a reminder to celebrate the strengths, differences, beauty and successes of cultural heritages and identities. While we acknowledge that these contributions are ongoing and not limited to a single month, VPS has chosen to spotlight different cultures in alignment with national recognition days and months. Recognizing cultural heritage is part of the district’s commitment to build a community of equity where students, staff and families feel a sense of value, belonging and opportunity to thrive.
